<br />. <br /> <br />. <br /> <br />. <br /> <br />1-6 <br /> <br />better managing the waters of the Arkansas River for all water users with- <br />out creating adverse impacts. <br /> <br />The Winter Storage Program will be operated under the direction of its <br />Board of Trustees, composed of one representative of each applicant. The <br />Board of Trustees will be chaired by the Manager of the Southeastern Colo- <br />rado Water Conservancy District. The Division Engineer of Division 2 will <br />be consulted for engineering advice. The Board will meet annually to make <br />all decisions. The applicants propose the following: <br /> <br />I. <br /> <br />River flows in excess of the amount necessary to supply senior <br />priorities not panicipating may be stored in Pueblo Reservoir. <br />John Martin Reservoir, and off-channel storage facilities of <br />applicants, from November 15 to March 15. An applicant requiring <br />water for direct diversion during the period November 15 to March <br />15 will have that water counted against its portion of the winter <br />stored water. Storage of winter water in Pueblo Reservoir will be <br />permitted by the Southeastern Colorado Water Conservancy District <br />if and when space is available. <br /> <br />2. The Rocky Ford Ditch has diverted directly from the Arkansas River <br />free from the call of the river during the period November 15 to <br />March 15. Rocky Ford will have the option to become a participant <br />in the Winter Storage Program in the future. When and if Rocky <br />Ford opts to participate in winter storage, it will participate <br />from that year forward. <br /> <br />3. The river call by applicants during the period of storage will be <br />March I, 1910. A decree of a nonapplicant which diverts from the <br />Arkansas River, or tributaries of the Akansas River. including the <br />St. Charles River, Fountain Creek. and Beaver Creek, and their <br />tributaries, which decree is senior to this river call, will be <br />free to divert to beneficial use during the period of storage to <br />the extent it is not called out by a more senior decree. <br />
