Protection of the futile call regime on tributaries to the Arkan- <br />sas River. <br /> <br />DESCRIPTION <br /> <br />The Winter Storage Program is a major managed change in the regime of the <br />Arkansas River which benefits many water users on the Arkansas River. It <br />will result in water conservation and is a step forward in the goal of <br />better water management. The conditions proposed for the Winter Storage <br />Program and decree protect other water users from material injury. <br /> <br />The fundamental principle underlying the program is that the major waler <br />rights (participants) change the historical practices of diverting water <br />,during the winter period. Instead, a portion of the decreed and historic- . <br />ally diverted water is stored upstream in Pueblo Reservoir ralher than <br />being applied to immediate use. In addition, participants with storage <br />decrees store water under their own decrees in their own reservoirs accord- <br />ing to a percentage division of river water. The stored water is appor- <br />tioned among the participants' storage accounts and is available for re- <br />lease and use when most beneficial. <br /> <br />The Winter Storage Program as described in the proposed decree for Case No. <br />84CW 179 was developed by the participants in conjunction with federal and <br />Slate water officials over a long period of time. During the 1975-86 <br />period the program was operated, measurements taken, effects analyzed. and <br />modifications made in a manner based on experience. consultations. and <br />perceived impacts on water users and the river as a whole. <br /> <br />On the basis of that experience and evolutionary process. a set of rules <br />were developed as set forth in the proposed decree. which are aimed al <br /> <br />. <br />
