<br />1-3 <br /> <br />suggested that the participants petition the Water Court for a pennanent <br />decree. On two occasions, U.S. Geological Survey studies have shown <br />non-injury to Arkansas River water users by the Winter Sorage Program. <br />Altorneys for the District and participating companies developed a proposed <br />decree. and on December 26, 1984 a petition was filed in Water Court Divi- <br />sion 2, with a majority of the participants signing the petition and <br />several signing statements of opposition. A number of meetings were held <br />in 1985 and /986 between Attorneys for the entities. and many of the ob- <br />jections were resolved. <br /> <br />During 1984, 1985, and 1986, the Board of Trustees met with the District, <br />the U.S. Bureau of Reclamation, the U.S. Anny Corps of Engineers. and the <br />Division Engineer regarding flood control capacity of Pueblo Reservoir. <br />These meetings were necessitated by the series of wet years which resulted <br />in a significant limitation on the volume of winter storage waier in the <br />reservoir. <br /> <br />I As a result of the interagency meetings. it was concluded that most of the <br />1982-83 water would be released along with all winter slorage from ]983-84 <br />and /984-85 and with severe restrictions on the amount stored in Pueblo <br />Reservoir in 1985-86. The released water contributed to John Manin <br />Reservoir reaching a storage volume of 355,000 acre-feel in May ]985, which <br />in turn resulted in spills from John Martin and filling of off-channel <br />reservoirs. <br /> <br />The Winter Storage Program has evolved in a reliable and managed manner <br />over a long period of time. The voluntary program between 1975 and 1986 <br />has resulted in a simple but effective plan, which includes the following: <br /> <br />I. A representative Board of Trustees. <br /> <br />2.
