<br />. <br /> <br />. <br /> <br />~ <br /> <br />. <br /> <br />1-2 <br /> <br />The piuticipants created a Board of Trustees consisting of one duly ap- <br />pointed representative from each of the companies, with one alternate, and <br />the General Manager of the District became the Chainnan. The members of <br />the Board held regular meetings throughout each year to evaluate the re- <br />sults of the preceding Winter Storage Program, and to make adjustments to <br />improve the program the following year. Those adjustments included in- <br />creasing the experimental time from three months to four months, and the <br />adjustment of the percentage which was assigned to each of the participat- <br />ing companies, and other adjustments of conditions during the various <br />years. The percentage' distribution of the water among the participants <br />changed yearly in the early programs. As experience was gained, the per- <br />centages were vigorously negotiated until the present percentages were <br />approved. The percentages, while based on reviews of historic diversion <br />records, evolved inlo a rough compromise among the participants thaI re- <br />flected not only diversions, but consumption, timing, need, interactions of <br />diversions, historic administration and fairness. This "engineering by <br />I experience" and use of varying experimental programs led to the present <br />proposed decree. Each program each year operated on the exact water <br />conditions in that year and there were no guarantees. <br /> <br />Unanimous agreement was reached and the voluntary program operated each <br />year except 1977. The members of the Board of Trustees and the fanners <br />they represented all agreed to the Winter Storage Program which pennitted <br />them to store a percentage of their historical supply in Pueblo Reservoir, <br />and other off-channel reservoirs. and then use those stored waters. During <br />extremely dry years it was found that the stored water made the difference <br />between starting a crop, and not having that opportunity. In other years. <br />fanners were able to retain Winter Stored water unlil the fall months, and <br />on occasion until early the following year. <br /> <br />In 1984, the State Engineer recommended to the District and the Board of <br />Trustees that the program had worked well under a voluntary procedure. and <br />
