<br />\J U 14 \J -) <br /> <br />Prelim inary Report <br /> <br />-4- <br /> <br />September 27, 1960 <br /> <br />. <br /> <br />consultants have found a lack of coordination and correlation of the research <br />activities of the various federal agencies and the states in the ground water <br />field. <br /> <br />. <br /> <br />Extensive efforts have been made to locate all possible materials. In keep- <br />ing with the existing inter-agency committee system of the federal and the <br />state governments, a proposal was made in February, 1960, to the Missouri <br />Basin Inter-Agency Comm ittee that the federal and state agenc ies partici- <br />pating in that committee create a special ground water subcommittee for <br />dealing with the legal, engineering, and economic aspects of the problem. <br />While the Missouri Basin Inter-Agency Comm ittee has actually cooperated <br />in securing the help of the different federal and state agencies, no special <br />subcommittee has yet been created. Consideration of the creation of such <br />a committee has been postponed until the next meeting held after the ground <br />water section of the Western Resources Conference. Since the participa- <br />tion of the western states included states from other basins and since <br />ground water problems exist in all basins, it seems appropriate to request <br />that the Inter-Agency Comm ittee on Water Resources and Related Actlvities <br />at the Washington level create a subcommittee of that committee in order <br />to treat ground water problems. A request along these lines to Frederick <br />P. Stueck, Chairman, Inter-Agency Comm ittee on Water Resources, with <br />copies to all existing inter-agency committees, the Northeastern Resource <br />Commission, and the Study Commission for the State of Texas is <br />recommended. <br /> <br />- <br /> <br />A wealth of material has been furnished to your consultants by the agencies <br />of many of the states having ground water problems. Your consultants <br />recommend that all these publications and documents become a part of the <br />library of the State of Colorado in such manner as may be determined by <br />the Director of Natural Resources. <br /> <br />, <br /> <br />Ground water is no respecter of individual disciplines of the law, engineer- <br />ing, geology, economics, or public administration. Hence, a bibliography <br />with appropriate references to all fields available to aLL who deal with <br />ground water problems in Colorado is necessary. The many volumes of <br />the law reviews, proceedings of the engineering societies, and other <br />professional journals are not onLy expensive but limited in supply. Only <br />a very small number of pages of the total volumes in these fields relate to <br />ground water resources in any fashion. Microfilm reproduction of the <br />more important of these and special compilation in separate volumes for <br />ground water reference would make the material more readily available <br />to state and federal agencies alike. Such a task might well be that of the <br />federal agencies. Its results should be made available to all states. <br /> <br />- 19 - <br />
