The assessed valuation includes <br />the operative property of privately owned communication, electric, <br />gas, water, and transportation companies. It does not include <br />municipal electric, gas, transportation, and water systems; city, <br />county, and state schools, colleges, hospitals, public buildings, <br />parks and playgrounds; federal civil and military establishments; <br />the property of various charitable institutions including churches, <br />hospitals, homes for children, and asylums; and the property <br />exempt from taxation of veterans of wars of the United States. <br />The total value of property within the constituent areas of the <br />Metropolitan Water District upon which no taxes are levied is now <br />in excess of $700,000,000. <br />Various estimates have been made of the increase in population <br />in this coastal basin since the United States census enumeration <br />of 1940. In table 2 the population is given of District constituent <br />areas as estimated by officials of the respective areas. It is more <br />difficult to estimate the population increase for the entire basin, <br /> <br />I <br />
