Witte-Operations Secretary

FROM:

SUBJECT:

Sununary of actions taken to obtain approval and
initiate delivery of Frying Pan-Arkansas Project
water to City of Lamar involving temporary retentionl
regulation at John Martin Reservoir.

The City of Lamar, Colorado made a request for the release of
2000 acre feet of Frying Pan-Arkansas Project water stored in Pueblo
Reservoir on or about July 10, 1989. Their plan involved releasing
this water at a rate of 200 cfsto be delivered to John Martin
Reservoir where it would be inunediately and continuously released at
a rate of 40 cfs for delivery Do the ~ort Bent headgate until
evacuated. At this point .water would be diverted for the sole
purpose of recharging the acquifer underlying Lamar's municipal well
field. It was proposed that che temporary storage in John Martin
Reservoir that results from the regulacion be accounted a a sub
account of the 'Fort Bent account 8S,W8S done previously in 1979,
1980 and 1981 through March 4, 1982.
As Division Engineer for Water Division 2 and Operations
Sect""etary for the Arkansas R~ver Compact Administration, I
determined that if this opera, cion was approved .,it should be subject
to all appropriate transportation and evaporation losses. The 2000
A.F. release from Pueblo Reservoir will net the City of Lamar
1805.40 A.F. at John Martin Reservoir to be stored at the rate of
180.54 cfs for 5.04 days. A continuous release of 40 cfs from John
Martin Reservoir to the City of Lamar, will evacuate the account,
less evaporation. in approximately 22.75 days. All storage for the
City of Lamar liill be reduced by a prorata share of evaporation
during the temporary storage.
