<br />o <br />C.' <br />~ <br />W <br />~ <br />l-'" <br /> <br />powers, authorizes it to act as the State Pollution Agency <br />for the purpose of the Federal Water Pollution Control Act <br />(Public Law 845 80th Congress), establishes proper procedures <br />and penalties for violations. <br /> <br />. <br /> <br />In addition to these Acts the Arkansas laws provide for the estab- <br />lishment of levee and drainage districts, soil conservation districts, the <br />Arkansas Ga!lle and Fish Co,Thussion, and the Arkansas Flood Control Commission <br />now a Division of the Resources and Development Commission. All of these <br />laws delegate authority involving some control of water but none of them <br />define or assign water rights. <br /> <br />INTEREST OF THE STATE OF ARKAI-lSAS: <br /> <br />In spite of its copious rainfall Arkansas has an increasing need <br />for water for irrigation, industrial, and municipal usage. There are al- <br />ready instances in the State of water supplies being taken from minor streams <br />in excess of the water available in dry years. There are also numerous in- <br />stances of the rapid depletion of underground water supplies with constantly <br />increasing demands.
