In aocordanoe with the provisions <br />of the 1944 Flood Control Aot and the 1945 Rivers <br />and Harbora Bill, pertaining to Congreaaional <br />policy which recogni~ed the interesta and' rights <br />of states in determining the developllent of water- <br />sheds within their borders, the state legislature <br />in Senate Committee Substitute for House Bill No, <br />161, ~rd General Assembly, and a directive by <br />the Governor dated September 5, 1945, designated <br />our Commission as the official state agency to <br />negot1a.te and co-operate under the federal law re- <br />ferred to above, exoept as such matters may relate <br />to forestry and wildlife. In those instances per- <br />taining to forestry and wildlife the lUsaouri <br />Conservation Commission has been designated aa the <br />official state agency to deal with these matters. <br /> <br />!/ By letter dated 4 Dec 1950, John M.
