Under the State laws <br /> <br />levee districts, whose functions are intrastate, are crsated to handle <br /> <br />flood control and drainage problems whenever needed' within certain de- <br /> <br />fined limits. The lene bOllrds are Tested with the authority to construct <br /> <br />and lII!lintain levees and to instigate condeDlll8tion proceedinss against <br /> <br />properties that are necessary for rights-of-way and flovage rights in <br /> <br />flood-control measures, There are twelve of these leTee districts whose <br /> <br />jurisdiction is wholly or in part within the Red RiTer Basin. <br /> <br />There are existins laws governlns the pollution of surface vaters. <br /> <br />The Louisiana Stream Control Commission, Baton Rouge, is the State agency <br /> <br />designated to exercise the regulatory measures. <br /> <br />Louisiana's interests in flood control and drainage in the Red River <br /> <br />Basin are paraJlK)unt. Intereats regarding the availability and qualit;r of <br /> <br />both surface and ground vaters in the Basin are il\lcrSllsing as evidsnced <br /> <br />by frequent requeste :from lIIlDicipalities, industries and individuals for <br /> <br />information concernins vaters of the State. The results of ths State-vide <br /> <br />vater resources inTsstigation pr08Z'8m, presently being prosscuted by the <br /> <br />State in cooparation with the U. S. Geoloeical Survey, IIIIIY point up <br /> <br />oritical conditions within the subJect Basin requiring remedial measures. <br /> <br />An1 projecte4 plans relatiTe to the control, conserT8tion or utiliza- <br /> <br />tion of surface vaters should include navigation interests throughout the <br /> <br />Basin in Louisiana. <br /> <br />!l B.r letter dated 12 October 1950, J.
