2. Any involvement with international obligations? Yes.

Mexico was allotted 1.5 million acre-feet of water 'of the Colorado

River annually by treaty in 1944. The depletion of 17,100 acre-feet

attributable to the Dallas Creek Project will not impair that delivery

as water remains for development in the Upper Colorado River Basin
..
,

and under the apportionment to the State of Colorado.

Minute 242, International Boundary and Water Commission, under

the Mexican Treaty provided that waters delivered upstream of Morelos

Dam have an annual average salinity of no more than 115 ppm plus

or minus 30 ppm over the average salinity of Colorado River waters
,

"

which arrive at Imperial Dam. Title I of P.L. 93-320 will provide

treatment works which will enable this differential to be met. Title

II of P.L. 93-320 provides a broad range of authorized salinity

control units or others to be studied which will alleviate a sub-

stantial portion of the salinity load at Imperial Dam. This, together

with other proposed programs will enable the salinity standards to

be met and, provide usable waters to both United States and Mexican

water users.

The salinity agreement with Mexico, Minute Number 242 of the

International Boundary and Hater Commission, deals only with salinity

factors between Imperial Dam and the delivery point upstream of

Morelos Dam, and is therefore not related to development above

Imperial Dam in ,lOhe Colorado River Basin.

Detailed dalOa on the project's salinity effect has been in-

cluded under the environmenlOal section.

). :' ,
.
