.

~.~
UJ
~
00

Associates, which was sent to WRC and the Steering Committee earlier,
constitutes Colorado's tentative response to that questio~Vith respect
to the remaining questions, this progress report will offer no tentative
conclusions or findings since the applicable analyses are only in their
initial stages.

STUDY STATUS

Preliminary data collection (tasks 100-900 in Schedule A of the MOA)
for the study is complete. All such information is presented in this
report. A few pieces of additional information will undoubtedly come to
our attention over the next .several months. These will be incorporated
in the draft and final assessment reports. Tentative findinss pursuant
to tasks 1000 and 1100 are also. reported herein. Work is underway on all
other tasks. The study has fallen behind schedule due to unanticipated
delays in the hydrologic modelling efforts. Revised scheduling is presently
under consideration.

.

Work to the present time has involved close coordination between the
study manager and the state and Federal agency members of the steering
committee. Three steering committee meetings have been held. In addition,
state representatives to the steering committee have been consulted many
times regarding present and future consumptive water uses, study methodologies,
and disaggregation of the DOE projections of EET development. Federal
agency members also provided much guidance regarding study methodologies
and the scheduling and format of study results. The U.S. Departments of
the Interior, Energy, Agriculture, and Housing and Urban Development have
especially provided comments, made inquiries, and responded to questions in
their areas of expertise. Close contact has been maintained with Interior's
Bureau of Reclamation (USBR) and Fish and Wildlife Service (Cooperative
Instream Flow Service Group) because of their separate MOAs with the WRC
as a part of this study. Specific technical reviews of study materials have
also been requested (and obtained) from the ij,S. Geological Survey Water
Resources District offices in each Upper Basin state, and the Department
of Energy's Laramie Energy Research Center in Wyoming.

x

4
