<br />. <br /> <br />PREFACE <br /> <br />~4 <br />~ <br />C) <br />~ <br /> <br />PURFOSE OF THIS REPORT <br /> <br />The purpose of this report is to transmit to the U.S. Water Resources <br />Council (WRC) and the 13(a) Steering Committee the results of preliminary <br />data collection and analyses for the Upper Colorado River Region 13(a) <br />Assessment. This document is intended only for the use of the WRC staff <br />and the steering committee as a means of reporting on the assessments <br />progress and conveying interim study results foe their review and comment. <br />ALL INFO~~TION AND DATA IN THIS REPORT ARE SUBJECT TO CH&~GE AS THE STC~Y <br />PROGRESSES. <br /> <br />Chapter 1 of this report, the Executive Summary, con~titutes the <br />Technical Memorandum which is required by the Memorandum of Agreement (MOA) <br />between the WRC and the State of Colorado. <br /> <br />CONTENTS OF THIS REPORT <br /> <br />. <br /> <br />Broadly speaking, the 13(a) assessment is addressed to the following <br />six general questions (see pages A-I and A-8 of Colorado's ~IDA with WRC): <br /> <br />1. Is water available for the development of coal gasification <br />and oil shale technologies? <br /> <br />2. What would be the effect of these developments on the hydro- <br />logy of the Upper Basin? <br /> <br />3. What would be the effect of these developments on the water <br />quality of the Upper Basin? <br /> <br />4. What would be the monetary cost of providing the water supplies <br />needed for these develop~ents? <br /> <br />5. What would be the monetary cost of handling the wastewaters <br />generated by these developments? <br /> <br />6~ What social, economic, and environment impact would be caused <br />by the development of the necessary water supplies (including <br />impacts resulting from reductions in the amount of water <br />available to other water uses, both consumptive and non-consum- <br />tive)? <br /> <br />This interim progress report is addressed only to the first two of <br />these questions, including all the background information associated there- <br />with.
