"'.Transferred to Colorado District No. 67 ditches on April I, 1985. <br />according to Article III 01 Operating Resolution 01 1980. <br /> <br />At the close of the compact year on October 31,1985 at 2400 hours the <br />contents of John Martin Reservoir were allocated as {ollows: <br />Compact Water 0 a.1. <br />Article III Water 0 aJ. <br />Permanent Pool 9,159.73 a'J. <br />Agreement Water 271,792.27 aJ. <br /> <br />280,952.00a.1. <br />The technical data for this section were compiled by the Colorado <br />Water Conservation Board staff using data Irom the Annual Report of the <br />Operations Secretary, Arkansas River Compact Administration, the U.S. <br />Geological Survey, Colorado Division of Water Resources and the <br />minutes and correspondence of the Arkansas River Compact <br />Administration. <br /> <br />9. Gaging Stations <br />In general, streamflow records of satisfactory accuracy were <br />obtained at the Compact stations. Emphasis was again placed on <br />obtaining more field data, particularly in the form of discharge <br />measurements at various stages of flow. Several more measurements <br />were made at each site than are required under agreement with the <br />Compact Measurements made by personnel of the Colorado State <br />Engineer were incorporated into the records. <br />There were no critical problems at the stations during the year, with <br />the exception of the continuing Wlstable chalUlels and controls. <br />The administration approved cooperative agreements with the U.S. <br />Geological Survey for the fiscal year October 1, 1984, to September 30, <br />1985, in the amount 01$24,800 - $12,400 lor each party. These funds are for <br />supplemental measurements at the sites; the operation of one station, <br />Arkansas River near Granada, Colorado; operation of a telemark at John <br />Martin Dam, maintenance of radio equipment, and the preparation of <br />records for the annual report. <br /> <br />10. Findings of Fact by the Administration <br />There were no findings of fact made by the Administration during <br />Compact Year 1985. <br /> <br />11. Investigations <br />In February, 1985, the State of Kansas requested that a special <br />meeting of the Administration be held on March 28, 1985, to discuss <br />alleged violations 01 the Arkansas River Compact <br />On February 26, 1985, the Kansas Attorney General wrote to the <br />Colorado Attorney General to advise him of the purpose of the special <br />meeting, to outline concerns about the operation of Trinidad and Pueblo <br />Reservoirs and the lack of groWldwater regulation in Colorado, and to <br />inquire whether any of the designated concerns were "within the purview <br /> <br />10 <br />
