<br />I <br />I <br />I <br />I. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I, <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />5 <br /> <br />The committee has adopted prDcedures and guidelines which <br />include a "Guideline for the Service to Critical Loads," prDcedures for <br />critical operating conditions, securing emergency assistance, system <br />restoration, inadvertent interchange accounting, repDrting the outage of <br />critical facilities, and time error control. The committee has been <br />instrumental in reporting system disturbance information, maintaining <br />power system stabilizer control equipment in service to prDvide system <br />damping, cDordinating lDad shedding and restoration programs, and <br />maintaining a spare transformer listing to facilitate the lDcation of <br />replacement equipment in times of emergency. <br /> <br />In its efforts to assure regional reliability, WSCC has <br />implemented a comprehensive dispatcher training program. This training <br />prDgram, which is administered by the WSCC Technical Staff, recognizes the <br />vital importance of regional coordination and prDvides the necessary <br />skills to deal with the increasing complexity of interconnected system <br />operatiDn. <br /> <br />The committee is also responsible for administering WSCC's <br />regional cODrdination centers established tD provide greater efficiency in <br />the dissemination of operating information and cDordination during <br />emergency situations. These facilities provide the intercDnnected system <br />with a voice and facsimile communication network. In Drder to prDvide <br />widespread coverage over the WSCC service area, the coordination centers <br />are strategically located in PDrtland, MontrDse (Colorado), San FranciscD, <br />Phoenix and Salt Lake City. <br /> <br />The Environmental Committee is responsible for recommending <br />criteria, guidelines, and DbJectives to assist Member Systems in achieving <br />goals of electric pDwer reliability and envirDnmental cDmpatibility. The <br />committee is also responsible for providing a forum for the exchange of <br />environmental infDrmation and for apprising the WSCC members of <br />environmental problems and technological developments. Annual seminars <br />are spDnsored to provide infDrmation Dn the new technology available for <br />protecting the environment. <br /> <br />The Environmental Committee's 19B2 activities included a <br />"Technical Update" meeting regarding acid precipitation, solid waste, and <br />regulations pertaining to polychlorinated biphenyls (PCB's) and a seminar <br />titled "Socia-Economic Management for the Electric Utility Industry" which <br />addressed the sDcio-ecDnomic requirements of environmental siting. <br /> <br />The cDmmittee is also responsible for monitoring and evaluating <br />proposed environmental legislation and recommending, when appropriate, the <br />Council 's involvement in those situatiDns affecting bulk pDwer system <br />reliability within the WSCC region. <br /> <br />The Public Information Committee is charged with maintaining <br />relations with the news media, publishing materials for public <br />distribution, and coordinating the WSCC public infDrmation activities. <br />PrDcedures have been established for gathering Dperating information <br />utilizing the Operations Committee's voice and facsimile communication <br />network. These prDcedures provide a swift and coordinated means for <br />obtaining factual information from operating personnel, disseminating the <br />
