<br />" Mr, IRELAND. I believe not, Mr, Chairman, I think that consti-
<br />tutes t,he only radical departure rrom what has generally been accepted
<br />in previous compacts and what is a part or the respective laws of the
<br />two States,
<br />The CHAIRMAN, So that aside from that the compact is merely a
<br />division of the waters between the two States!
<br />Mr. IRELAND, That is right,
<br />General KRAMER, May I prompt Mr, Ireland to mention, if I may,
<br />Mr, Chairman, the provision that the compact does not provide any
<br />bookkeeping, any keeping of records of credits or debits between the
<br />two StatBs, I think that is a rather unique feature in an interstate
<br />water compact, Mr, Ireland, I am sure, can develop that point, and
<br />it maybe of interest to the committee.
<br />Senator KERR, Doesn't the compact contain express frovision that
<br />there shall be no making up of debits or accumulation 0 credits!
<br />Mr, IRELAND. It does so provide,
<br />Senator KERR, Isn't that in there in specific form!
<br />Mr. IRELAND, In so many words, ,
<br />I might say this, which r had intended to say : We had the a,dvantage '
<br />of approximately 3 years of operating under so-called interim execu.
<br />tive agreements entered into between the two States, That provided
<br />us a reasonably long period of experimentation, At first we tried this
<br />s;ystem of trying to keep books. We round it was practically impos-
<br />SIble, No two people could just exactly agree on how much water they
<br />were talking about from time to time, We saw that it was not a
<br />practical way to handle the situation and in the interest or gi~ing the
<br />users or both States the most opportune use, the most effectIve and
<br />efficient use, we finally arrived at this understanding or an approxi-
<br />mate 60-40 withdrawal in rate of flow from the reservoir, with too
<br />specific provision in the compact that at the end of each season, or at
<br />any given time, there would be no books kept and there would be no
<br />carry-over one way or another.
<br />We believe that the wRter users and the Rdministrative officials of
<br />both StRtes, with the assistance or a reasonable-minded administrative
<br />agency, will so hndle the discharge or that water Rnd the applicRtion
<br />of that water for beneficial use that both Sates will benefit equitably
<br />and without too much hindrance, That in some WRYS is Rn innovRtion
<br />and something new in compRCts, not keeping books,
<br />The CHAIRMAN, Are there any other questions!
