<br />that Administration shaH be paid out of funds now or hereafter appropriated by
<br />the General Assembly to the Colorado' Water Conservation Board and warrants
<br />shall be drawn against such appropriation upon vouchers signed by the Governor
<br />and the Director of the Colorado Water Conservation Board.
<br />SECTION 6. The provisions of the Administrative Code of 1941 (Chapter 2,
<br />Colorado Session Laws, 1941), and aU acts amendatory or supplementary thereto
<br />shall be inapplicable to any acts or proceedings taken to carry out the purposes
<br />of said compact.
<br />SECTION 7. If any provision of this act or the application thereof to any person
<br />or circumstances is held invalid. such invalidity shall not affect other provisions
<br />or a.pplications of the act which can be given effect without the invalid provision
<br />01' application, and to this end the provisions of this act are declared to be
<br />severable.
<br />SECTION 8. The General Assembly hereby finds, determines, and declares that
<br />this act is necessary for the immediate preservation of the public peace, health.
<br />and safety.
<br />SECTION 9. In the opinion of the General Assembly an emergency exists; there.
<br />tore. this Act shall take effect and be in force from and after its passage.
