<br />A compact has been concluded and ratified by the two States, I offer
<br />for the record the act of the Legislature of Colorado, ratifying the
<br />compact which is now berore you ror granting congressional consent.
<br />I suggest that when this appears in the record that that portion or the
<br />act setting rorth the compact be deleted,

<br />AN ACT Approving the Arkansas River compact between the State of Colorado and the
<br />State of Kansas: Aifeetlng the Arkansas River, its tributaries and the waters of said
<br />river and its tributaries; and providing for the operation and implementation of said
<br />compact "

<br />SEorroN 1. The General Ass~mbly hereby ratifies the Compact between the
<br />State of Colorado and the State of Kansas designated as the "Arkansas River
<br />~ompact" signed in the Oity of Denver, State of Colorado, on the 14th day of
<br />December A. D. 1948, by Henry C. Vidal, Gail L. Irelalld, and Harry B. Menden~
<br />hall, Commissioners for the State of Colorado, and George S. Knapp, Edward
<br />F. Arn, Willlam E. Leavitt, and Roland H. Tate,- Commissioners for the State
<br />of Kansas, 'and approved by Hans Kramer, Representative of the United States
<br />()f America. Said compact i~ as follows:

<br />ARKANSAS RIVER COMPACT
<br />
<br />[NOTE.-In accordance with Senator Millikin's request, the body of the compact
<br />is omitted from the act since it is identical to S. 1448]
<br />
<br />SmoTION 2. Said compact shall not become effective unless and until the same
<br />shall have been ratified by the legislature of each of the signatory sfates and
<br />consented to by the Congress of the United States of America, The Governor of
<br />the State of Coiorado shall give notice of the ratification of the said compact by
<br />this act to the Governor of the State of Kansas and to the President of the
<br />United States of America.
<br />SEarION 3. It is hereby recognized, found, determined, and declared that the'
<br />compact creates an interstate agency which is known as the Arkansas RivQr
<br />Compact Administration and wl;lich is an independent entity whose members and
<br />employees are not officers and employees of either of the states signatory to the
<br />compact.
<br />SEOTION 4. After the said compact becomes effective the Colorado members of
<br />the 'Arkansas River Compact Administration shall be appointed by the Governor,
<br />shall serve until revocation of their appointment by the Governor, and, on be4
<br />half of the Arkansas River Compact Administration, the State of Colorado -shall
<br />pay the necessary expenses and also compensation of said members in an amount
<br />which shall be fixed by the Governor and when so fixed shan be changed only
<br />by action of the Governor. .
<br />SEarIoN 5. The Colorado share of the expenses of the Arkansas River Compact
<br />Administration and the expenses and compens'ation of the Colorado members of
<br />
