TECHNICAL ORGANIZATION OF PERSONNEL <br /> <br />Tne above Work Program for the review and evaluation of certain <br /> <br />technical features of Narrows Dam will be carried out by the following <br /> <br /> <br />members of our staff: <br /> <br />a. Direction of overall review - M. K. Kuenl - ECl's Vice Presi- <br /> <br /> <br />dent and Chief Engineer. As shown in the enclosed Professional <br /> <br /> <br />Record, Mr. Kuehl has participated in and directed tne design of <br /> <br />more than forty dams as a key member of our staff since 1961. <br /> <br /> <br />These designs include slurry tench cutoffs, upstream clay blankets <br /> <br /> <br />and grout curtains for seepage control. Many of the dams involve <br /> <br /> <br />foundation problems that are considered much more complex than <br /> <br />those anticipated at the Narrows Dam. <br /> <br />b. Review of site geology, structure foundations and foundation <br /> <br />treatment - P. L. Strauss - ECI's Chief Geologist. <br /> <br />c. Review of construction materials, check embankment design and <br /> <br />stability and perform seepage analysis - S. F. Hillis - ECI's Chief <br /> <br />Soils Engineer Associate. <br /> <br />d. Computer design applications - A. Dahlberg - ECI's Cnief of <br />Computer Applications and Systems Analysis Department. <br /> <br />e. Overall review of ECI's study, evaluation, conclusions and <br /> <br /> <br />recommendations - T. H. Leps - ECI's SpeCial Consultant for soils <br /> <br /> <br />mechanics and design of fill-type dams. Mr. Leps has been a <br /> <br /> <br />special consultant for ECl since 1965 and has participated in more <br /> <br /> <br />than twenty or our dam designs. Mr. Leps is an international <br /> <br /> <br />authority on dams and he recently served on the special review <br /> <br />board for tne failure of Teton Dam in Idaho. <br /> <br />The above five engineers form our basic team for these services. <br /> <br /> <br />All have years of experience on problems similar to those revealed in <br />
