Our experience with problem systems has
clearly demonstrated that careful final siting and proper
installation are critical to ultimate system performance. Rain
gauge siting must assure accurate meteorological sampling while
taking into consideration radio path, shielding from view,
access, solar shading, and potential problems from birds and
animals. In order to assure performance, installation must
include appropriate lightning protection, grounding, antenna
selection and tuning, proper sealing and weather protection of
connectors and cables, and many other factors which can
dramatically affect maintenance requirements.

For these reasons, the estimates given in this proposal cover all
aspects of installation, with allowance made for work which will
be performed by the City of Colorado springs Radio Shop personnel
at the three repeater sites. Although this is somewhat at
variance with the RFP, which calls for delivery of equipment for
installation by others, we are concerned about the importance of
installation as part of the overall system integration package.

SCC - Pikes Peak Early Flood Warning Proposal

5
