In addition, failure to properly engineer and <br />install the communications backbone can have devastating effects <br />on system reliability and data integrity. <br /> <br />Our experience with other Early Flood Warning systems (EFWS) has <br />shown that the most common system design oversights are in the <br />area of radio communications. SCC has a proven track record in <br />the design and installation of reliable telemetry communications <br />systems for EFWS applications. In addition, SCC has a reputation <br />for troubleshooting, re-engineering and placing systems in <br />operation that in some cases never operated due to communications <br />flaws. <br /> <br />It is our understanding that the Regional Building Department <br />(RBD) will obtain FCC licensure on a clear VHF frequency for this <br />system. SCC will perform theoretical and field tests (1M, XMOD, <br />noise floor, fade and multipath) prior to equipment order to <br />insure system integrity and compatibility with existing radio <br />equipment/frequencies at locations where equipment is co- <br />located. sec will notify RBD immediately in the event of a <br />problem and suggest possible solutions. <br /> <br />We understand that access to radio sites owned and operated by <br />the City of Colorado Springs is available for the installation of <br />radio repeaters for this project. Discussions with radio shop <br />personnel indicate that there should be no problem co-locating <br />the necessary equipment depending on the specific frequency(s) <br />involved. Exact RF equipment configuration and specifications <br />for all equipment to be located at City radio sites will be <br />submitted to the radio shop for approval prior to equipment <br />order. <br /> <br />sec understands and applauds the radio shop policy of not <br />allowing contractors to install RF equipment at City of Colorado <br />springs radio sites. It is our intention to work closely with <br />radio shop personnel during their installation of our equipment <br />and to provide support and training if necessary. SCC personnel <br />will be available to be on-site during this installation if <br />requested by the radio shop.
