000040

Adverse impacts include prohibition of motorized vehicles or horse
drawn wagons to the Lulu City site for historical investigations
and restoration, limitations on modes of travel for the public
to Lulu City, and limitations on interpretive devices along the
corridor.

The corridor would be excluded from wilderness designation to
provide access for investigations and restoration of Lulu City, and
for interpretive devices along the corridor to the site.

Another alternative would be to designate the corridor to Lulu City
wilderness but enclave the Lulu City site. Historical investigations
would be conducted with access being on horse or on foot. Restora-
tion of the city, if desired, could be accomplished by transporting
logs and supplies to the site from Trail Ridge Road by helicopter,
or by cutting trees at the site as the builders of the original
city did. Cutting trees at Lulu City site might require fewer trees
than would be required for clearing a roadway or wagon trail to the site.

I

36
