INTRODUCTION

Gene ra 1

The Missouri River Basin State/Regional Future (SRF) is a compilation
of information furnished by the ten MRBC member states and several federal
agencies describing present and projected water and water-related character-
istics of the region. Information for the SRF, compiled by hydrologic
subbasin boundaries, is used as a proxy for the ASA-area totals throughout
,this memorandum. The information is oriented toward permitting evalua-
tion of the nature and severity of the basin's current and projected water
and related land resources problems and issues.

While the SRF is intended primarily to serve a problem and issue evalua-
tion function, the data contained in the SRF also provide a useful general
characterization of the region. The estimates and trends comprising the
State/Regional Future represent the ten MRB states' best estimates of current
and projected socio-economic, land use and water use information. It should
be recognized that other ongoing and future analyses may expand and modify
these data.

The State/Regional Future is presented in seven major sections:

A. Introduction
B. State/Regional Planning Objectives
C. Socio-Economic Characteristics and Primary land Use
D. Water Use and Requirements
E. Instream Flow Needs
F. Water Supplies/Depletions Summary
G. Conservation and Management Needs

Following this introduction, the SRF describes in Section B the general
objectives of the basin states' water resources planning efforts. Section C
provides projections of a number of socio-economic factors and land use.
Sections D through F present projections of a number of "volumetric" factors
relating to the use, supply, and availability of water. Section G looks
at several water resources needs other than those volumetric items contained
in sections D through F.

The formats, time frames, geographical breakdowns and types of
information comprising each of the sections B through G are described
below.

State/Regional Planning Objectives

This section presents a set of generalized planning objectives derived
from states' inputs for each of the Missouri Region's 11 aggregated subareas
(ASA's). Planning objectives are classified as social, economic and environ-
mental.

II-I

,.
