<br />Awareness of the differences between the State/Regional Future and the <br />Modified Central Case is important because the seriousness of problems and <br />issues depends, to a large extent, on current water use and availability as <br />well as the conception of the future. In some cases, these differences are <br />considerable. <br /> <br />Problems and Issues <br /> <br />The third principal section of the Technical Memorandum is a series of <br />descriptions of severe problems and issues in the Missouri Basin. The problems <br />and issues contained herein were described earlier in the commission'sfirst <br />technical memorandum prepared for the National Assessment, entitled Water and <br />Related Land Resources Problems in the Missouri River Basin. However, the <br />problems contained in the earlier memorandum have been screened in order to <br />emphasi?e those problem areas of greatest concern. The problems and issues <br />described in this memorandum, therefore, are those which the commission con- <br />siders more severe, urgent and complex. They are referred to as Problem List <br />A. <br /> <br />In order to assist in relating the problems and issues described in this <br />section to those contained in the earlier technical memorandum, a description <br />of the procedures and criteria used in the problem screening process is included <br />in the section. Also included is a listing of those problem areas which were <br />screened out during this activity. These are referred to as Problem List B. <br /> <br />Appendices <br /> <br />Five appendices are included in the Technical Memorandum. First is a <br />summary of review comments received on the draft technical memorandum, the <br />manner of their consideration in finalizing the memorandum and a list of those <br />agencies given an opportunity to review the technical memorandum. Appendix B <br />is a set of problem characterization matrices, one group for the more severe <br />and urgent problem areas, and another for the remaining problem areas identified <br />during activity one. Appendix C contains a set of numbered information sources <br />which are referred to in the problem descriptions. Appendix D is a listing of <br />counties in each aggregated subarea by state. The last appendix is a set of <br />maps showing the locations of all the problem areas. <br /> <br />Next Step <br /> <br />The next activity of the Specific Problem Analysis will revolve around <br />determining the severity of the major problems and issues singled out in this <br />Technical Memorandum under the heading of Problem List A. This will involve <br />interfacing the problems and issues with the material contained in the State/ <br />Regional Future and detailed studies conducted by federal and state agencies <br />in an effort to systematically quantify the extent and magnitude of the problems <br />and issues. The results of this activity will be described in a third technical <br />memorandum.
