<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />-0015J8 <br /> <br />Scope of the Technical Memorandum <br /> <br />By agreement with the U.S. Water Resources Council, the Missouri River <br />Basin Commission is a regional sponsor for the 1975 National Water Assessment. <br />Under the agreement, the commission is responsible for conducting a Specific <br />Problem Analysis for the Missouri River Basin, one of twenty-one water resources <br />regions across the country. The content and organization of this Technical <br />Memorandum follow the Water Resources Council 's October 1975 guidelines for <br />conducting the second major activity of the Specific Problem Analysis. <br /> <br />This is the second of four technical memoranda which the commission will <br />prepare in the course of its participation in the assessment. The memorandum <br />is presented in three principal parts. They are the State/Regional Future, <br />Modified Central Case Comments and Comparison and Problems and Issues. Five <br />appendices are also included to support the materials contained in the main <br />report. <br /> <br />State/Regional Future <br /> <br />The basic geographical unit of the National Assessment is the aggregated <br />subarea (ASA). The Missouri River Basin is made up of 11 such areas, each <br />constituting a county-line approximation of a large drainage area as shown on <br />map page 1-3. However, in order to increase the meaningfulness and utility <br />, of the State/Regional Future, its information, except for water supply data, <br />is presented by state as well as by ASA. <br /> <br />The State/Regional Future for each ASA is intended to provide information <br />concerning objectives, existing conditions and trends which collectively will <br />enable planners to recognize and evaluate problems, needs and opportunities <br />associated with the management, conservation and development of the water and <br />related land resources in the ASA. The State/Regional Future therefore contains <br />information relating to planning objectives, present and projected socio- <br />economic characteristics, land use, water use and requirements, instream flow <br />needs, water supplies, environmental resources, erosion and sedimentation, <br />water-oriented recreation, flood damages, navigation and water quality. <br /> <br />Modified Central Case (MCC) Comments and Comparison <br /> <br />The second major section of the Technical Memorandum is a two-part <br />evaluation of the Modified Central Case. The Modified Central Case is a set <br />of information prepared in much the same format as the State/Regional Future, <br />but by federal agencies from a national perspective. During the course of <br />preparation of the MCC, the commission has made some observations on the <br />Modified Central Case which may assist in understanding some of the differences <br />between the Modified Central Case and State/Regional Future, which are pointed <br />out in the second part of this section. <br /> <br />While the selected comments on the Modified Central Case are fairly general, <br />the comparison of the Modified Central Case to the State/Regional Future follows <br />the format of the latter. It should be noted that in certain instances compari- <br />son is difficult or impossible due to incompatibility of data. <br /> <br />I-I <br />
