of Agriculture.
Lower Gunnison Basin Unit. Implementation of the

winter water portion of the newly authorized unit, for which

the Council understands that there will be no requirements

for the replacement of incidential fish and wildlife values

forgone, should be expedited so that construction can begin

in FY 1988. However, local concerns about fish and wildlife

habi tat value replacement must be resolved to local entities

satisfaction before the canal lining portion of this unit

goes forward. The Council recommends that Reclamation and

the Fish and Wildlife Service work with local water users and

the Colorado Water Conservation Board to resolve this

problem.
DiE!1 Devil River Unit. The State of Utah has
expressed concern regarding the water rights issue associated
with the Dirty Devil River Unit. The Council recommends that
Reclamation complete the planning report now in preparation,
with further studies on the unit to be deferred until some

resolution of the water rights issue is achieved. The

Council will explore the possible means of addressing the

water rights issue.

Saline Water Use and Disposal Opportunities Unit. The
Council is encouraged by the efforts being made in the area

of saline water use, particularly the agreement to proceed

with the verification program at Southern California Edison
Company's Etiwanda Power Plant. This is a good example of
