Implementation of the <br /> <br />winter water portion of the newly authorized unit, for which <br /> <br /> <br />the Council understands that there will be no requirements <br /> <br /> <br />for the replacement of incidential fish and wildlife values <br /> <br /> <br />forgone, should be expedited so that construction can begin <br /> <br /> <br />in FY 1988. However, local concerns about fish and wildlife <br /> <br />habi tat value replacement must be resolved to local entities <br /> <br /> <br />satisfaction before the canal lining portion of this unit <br /> <br />goes forward. The Council recommends that Reclamation and <br /> <br /> <br />the Fish and Wildlife Service work with local water users and <br /> <br />the Colorado Water Conservation Board to resolve this <br /> <br />problem. <br />DiE!1 Devil River Unit. The State of Utah has <br />expressed concern regarding the water rights issue associated <br />with the Dirty Devil River Unit. The Council recommends that <br />Reclamation complete the planning report now in preparation, <br />with further studies on the unit to be deferred until some <br /> <br />resolution of the water rights issue is achieved. The <br /> <br />Council will explore the possible means of addressing the <br /> <br />water rights issue. <br /> <br />Saline Water Use and Disposal Opportunities Unit. The <br />Council is encouraged by the efforts being made in the area <br /> <br />of saline water use, particularly the agreement to proceed <br /> <br />with the verification program at Southern California Edison <br />Company's Etiwanda Power Plant.
