With regard to the 1985 Evaluation <br /> <br />Report, the repayment analyses methodology has been <br /> <br />adequately developed but the estimated revenues from the <br /> <br />Lower Basin Fund should be re-evaluated to reflect current <br /> <br />hydrologic projections. The 1985 Evaluation Report carefully <br /> <br />addresses the technical aspect of establishing priorities for <br />implementation of the various control units. It has been <br />recognized that a large number of uncertainties e.ist with <br />each unit including the social, political, institutional, and <br /> <br />legal as,pects. <br /> <br />The proposed risk analysis procedure as <br /> <br />described in the 1985 Evaluation Report is but one means of <br />addressing the uncertainties. This, and oth~r procedures, <br />should be evaluated and reviewed with the Work Group. The <br /> <br />Council recommends that the uncertainties be addressed in <br /> <br />the 1986 Evaluation Report. <br />. The federal agencies should pursue adequate funding .to <br />carry out the proposed salinity control activities described <br />in the 1985 Evaluation Report. <br /> <br />Specific Comments <br /> <br /> <br />Not all of the salinity control projects or activities <br /> <br /> <br />are specifically addressed by the Council in this report. <br /> <br />This is not to be interpreted as a lack of interest or <br />concern, only that the Council has no specific <br />recommendations on certain projects at this time.
