<br />(0) Segmentation Criteria <br /> <br />For purposes of adopting site-specific designated uses and <br />water quality criteria, the streams and other surface water <br />bodies shall be identified according to river basin and/or <br />sub-basin and specific water segments. <br /> <br />Segmertts may constitute a specific stretch of a river <br />mainst,em, a specific tributary, a specific lake or reservoir, <br />or a generally defined grouping of waters within a basin <br />(e.g., a specific mainstem segment and all tributaries <br />flowing into that mainstem segment) . <br /> <br />(3) Segments shall generally be delineated according to the <br />points at which the use, physical characteristics or water <br />quality characteristics of a watercourse are determined to <br />change significantly enough to require a change in use <br />classifications. and/or water quality criteria. In many <br />cases, ,such transition points can be specifically identified <br />from available water quality data. In other cases, however, <br />the de~ineation of segments shall be based upon best <br />judgements of where instream changes in uses, physical <br />characteristics or water quality occur, based upon upstream <br />and doWnstream data. <br /> <br />(E) Proces~ for Assigninq Oesiqnated Uses <br /> <br />The Tribe is responsible for assigning designated uses to all <br />waters within the reservation boundaries. All reservation surface <br />waters maybe assigned one or more of the beneficial use <br />designations set forth in Section VII (A) . <br /> <br />Waters shal~ be designated for present beneficial uses, future <br />beneficial uses for which the water is suitable or uses as <br />reasonably ~xpected goals as described in section III (X) Use <br />Attainability Analysis. <br /> <br />When assigning designated uses to waters of a given area, the <br />Tribe will consider the goals, objectives, and requirements of <br />the Federal and Tribal statutes and regulations. <br /> <br />(1) Designa~ed uses should be directed towards the realization of <br />the water quality goals as set forth in the Clean Water Act. <br /> <br />(2) Designated uses must be protective of water quality for <br />current and future uses consistent with the Tribe's <br />antidegtadation policy. <br /> <br />(3) Upstream designated uses must not jeopardize downstream <br />designated uses or actual uses. <br /> <br />';1 <br /> <br />^j <br /> <br /><j <br /> <br />10 <br /> <br />, .~ <br /> <br />-, L;:; ~;: <, ;~''';:!;/., ".:}. -.;; :;;.~.,:;- -:~~ ,:.
