SUMMARY <br /> <br />c::.' <br /> <br />The increase in salinity of water delivered to Mexieo created an <br /> <br />international crisis and resulted in the enactment of the Colorado River <br /> <br />Basin Salinity Control Act (Public Law 93-320), June 24, 1974. Its primary <br /> <br />purpose is "to authorize the construction. operation, and maintenance of <br /> <br />certain works in the Colorado River Basin to control the salinity of water <br /> <br />deli vered to users in the Uni ted States and Mexico." <br /> <br />This proposal outlines a comprehensive long-range unified monitoring and <br /> <br />evaluation plan for assessing the effects of the Colorado River Basin <br /> <br />Salinity Control Program being implemented by USDA in the Grand Valley Unit, <br /> <br />Colorado, and the Uinta Basin Uni t, Utah. The recommended moni toring program <br /> <br />will provide the information to determine the effectiveness of the USDA <br /> <br />onfarm irrigation improvement program in reducing salinity and measure the <br /> <br />effects of irrigation improvements on wildlife habitat and onfarm income. <br /> <br />This information will also be useful for planning future irrigation <br /> <br />improvement ptograms, improving system design, and provide follow-up to many <br /> <br />farmers on how to better manage their irrigation systems. <br /> <br />Onfarm Irrigation <br /> <br />Site selection will involve farmer contacts. Sites will be representative of <br /> <br />various conditions, but selected only from farmers who are willing to work <br /> <br />with USDA people. Each irrigation event will be monitored and evaluated <br /> <br />throughout the irrigation season at each site. Three sampling levels were <br /> <br />evaluated. Sampling Level 2 was selected for the reeommended plan as <br /> <br />adequate to measure all the variables and provide reliable data. <br /> <br />Sampling Level 1 <br /> <br />10 sites /year <br /> <br />Sampling Level 2 <br /> <br />30 sites/year <br /> <br />Sampling Level 3 <br /> <br />50 sites/year <br /> <br />1 <br />
