.

,

.

District Act of Colorado, does not constitute cumpliance with

Reclamation Law. A district organized under the 1921 law for the
formation of irrigation districts was held acceptable.

Annual Cost of Irrigation

The district having been formed to crmtract for construc-

tion of the reservoir, will have oth9r duties. It will have to

collect and pay the amounts due the United States for construction,

to provide for the distribution and measure the quantity of stored

water delivered, and to operate and maintain the project works..

Stored water can be delivered through the present ditches with

little Or no added expense for such delivery, it being already a

function of the county-paid water conIDissioner to distribute the

natural flow. The stored water being mixed with this flow must

also be properly distributed by the c"rnmissiener in the reguhr

performance of his duty. The owners now de all the repair and

maintenance work on these ditches, and this they will prefer to

ccntinue. Operation and maintenance by the District will be

confined to storin~ the water available and keeping the reservoiT

and its wurks in safe epergting condition. The type cf constructicn

ccntemplated is adequate in all details for the longest pessible

useful life, and should keep the cost of Gperation and maintenance

to a minimwn.

38

2303
