A district organized under the 1921 law for the <br />formation of irrigation districts was held acceptable. <br /> <br />Annual Cost of Irrigation <br /> <br />The district having been formed to crmtract for construc- <br /> <br />tion of the reservoir, will have oth9r duties. It will have to <br /> <br />collect and pay the amounts due the United States for construction, <br /> <br />to provide for the distribution and measure the quantity of stored <br /> <br />water delivered, and to operate and maintain the project works.. <br /> <br />Stored water can be delivered through the present ditches with <br /> <br />little Or no added expense for such delivery, it being already a <br /> <br />function of the county-paid water conIDissioner to distribute the <br /> <br />natural flow. The stored water being mixed with this flow must <br /> <br />also be properly distributed by the c"rnmissiener in the reguhr <br /> <br />performance of his duty. The owners now de all the repair and <br /> <br />maintenance work on these ditches, and this they will prefer to <br /> <br />ccntinue. Operation and maintenance by the District will be <br /> <br />confined to storin~ the water available and keeping the reservoiT <br /> <br />and its wurks in safe epergting condition. The type cf constructicn <br /> <br />ccntemplated is adequate in all details for the longest pessible <br /> <br />useful life, and should keep the cost of Gperation and maintenance <br /> <br />to a minimwn. <br /> <br />38 <br /> <br />2303 <br />
