'5') <br />t, 1..5 \:;'J 1.4 <br /> <br />The Pacific Southwest <br /> <br />WATER AND LAND RESOURCES <br /> <br />An Analytical Summary Report <br />of <br />Framework Studies of Four Regions <br /> <br /> <br />November 1971 <br /> <br />This report of the Pacific Southwest Inter-Agency Committee was prepared at field level and presents a frame- <br />work program for the development and management of the water and related land resources of the Pacific <br />Southwest area. This report is subject to review by the interested Federal agencies at the departmental level, by <br />the Governors of the affected States, and by the Water Resources Council prior to its transmittal to the Congress <br />for its consideration. <br /> <br />While the comprehensive framework plan presented herein is the result of a coordinated effort by participants <br />from various Federal and State agencIes involved in the Study, it does not necessarily reflect the singular <br />viewpoint or policy of any particular agency or State. The participating agencies and States acknowledge that, <br />of necessity, the regions' complex water and land associated problems are oversimplified in the report, especially <br />the discussions of judicial decrees, compacts, treaties, and agreements pertaining to water apportionments. <br />The type and need for future developments may change appreciably from the framework plan as a re.ult of <br />differing assumptions, methodology, and objectives used in water and land use plans prepared by the State and/or <br />Federal agencies. <br /> <br />
