Prepared by

The Pacific Southwest
Inter-Agency Committee

At the direction of

The United States
Water Resources Council

~l -.-. '5')
t, 1..5 \:;'J 1.4

The Pacific Southwest

WATER AND LAND RESOURCES

An Analytical Summary Report
of
Framework Studies of Four Regions

November 1971

This report of the Pacific Southwest Inter-Agency Committee was prepared at field level and presents a frame-
work program for the development and management of the water and related land resources of the Pacific
Southwest area. This report is subject to review by the interested Federal agencies at the departmental level, by
the Governors of the affected States, and by the Water Resources Council prior to its transmittal to the Congress
for its consideration.

While the comprehensive framework plan presented herein is the result of a coordinated effort by participants
from various Federal and State agencIes involved in the Study, it does not necessarily reflect the singular
viewpoint or policy of any particular agency or State. The participating agencies and States acknowledge that,
of necessity, the regions' complex water and land associated problems are oversimplified in the report, especially
the discussions of judicial decrees, compacts, treaties, and agreements pertaining to water apportionments.
The type and need for future developments may change appreciably from the framework plan as a re.ult of
differing assumptions, methodology, and objectives used in water and land use plans prepared by the State and/or
Federal agencies.
