A

determine the relationship between winter icing, fluctuating
releases and available winter habitat for endangered fish.

Water year 1997 is starting out to be very wet. Snowpack in the
Upper Green River Basins is currently 167 percent of normal and
snowpack in the Yampa River Basin is currently 161 percent of
normal (values as of 12/17/96).

Open forum discussions on Flaming Gorge operations have been
taking place at meetings of the "Flaming Gorge Working Group". A
Working Group meeting was held October 23 in Vernal, Ut. The
next Working Group meeting is scheduled for January 9 at 11 am in
Heber, Ut. For more information on the Working Group, contact
Ed Vidmar at 801-379-1000.

ASPINALL - November unregulated inflow into Blue Mesa was 38,800
acre-feet or about 127 percent of average.

Current inflow into Blue Mesa is about 500 cfs. Releases from
Crystal Dam are about 1,300 cfs, leaving approximately the same
flow in the river. Crystal Reservoir releases are expected to
remain steady at the current level for the months of December
through February.

With a wetter than expected autumn, reservoir inflows have been
higher than normal. This has resulted in Blue Mesa Reservoir
retaining more of its storage than anticipated. The reservoir is
currently at elevation 7495.1 feet and should be at elevation
7492.2 feet by the end of December. The mountain snowpack for the
Gunnison River Drainage above Crystal is currently at 167 percent
of average.

The next operation meeting for the Aspinall Unit will be held on
January 13 and 14, 1997 at the USBR office in Grand Junction,
Colorado. Anyone needing further information about this meeting,
please contact Ed Warner in the Grand Junction Area Office at
(970). 248-0654.

NAVAJO - November unregulated inflow into Navajo Reservoir was
about 37,000 acre-feet or approximately 115 percent of average.

This month's inflow and precipitation marks the first in being
above average in many months. This past water year the San Juan
Basin experienged extremely low precipitation and runoff.

During the last few months winter storm systems have moved across
