<br />" <br /> <br />-15- <br />WATER LEASED BY FARMERS UNDER THE WELDON VALLEY <br />DITCH ON TWO OCCASIONS IN 1966 <br />1. Allegation <br />A number of informants told us of a rumor to the effect that <br />during the summer of 1966 farmers under the Weldon Valley Ditch <br />had purchased water from John L. Samples, and had been asked to <br />pay for the water by means of checks made payable to themselves <br />and then endorsed by themselves, making them bearer instruments. <br />The rumor also included an allegation that the farmers "thought <br />they might have bought their own water." <br />2. Conclusion <br />On the basis of our investigation we have concluded: <br />(a) On two occasions in the summer of 1966 farmers under the <br />Weldon Valley Ditch purchased water through John L. <br />'Samples. <br />(b) We have been unable to identify completely all of the <br />farmers who purchased water, nor how much money they <br />paid to John L. Samples for the water. <br />(c) The water was paid for by the farmers by means of <br />bearer checks, which were cashed by John Parachini, the <br />Treasurer of the Weldon Valley Ditch Company. parachini <br />turned the cash over to John L. Samples. <br />(d) John L. Samples gave John parachini water orders signed <br />by the persons from whom the water was supposedly pur- <br />chased. Interviews with the sellers indicate that in <br />several cases they had sold their water to farmers other <br />than the farmers under the Weldon Valley Ditch.
