SUMMARY OF FINDINGS <br /> <br />. <br />, <br /> <br />" <br /> <br />THE FORT MORGAN GOLF COURSE WELL EPISODE <br /> <br />1. <br /> <br />Allegations <br /> <br />Many of the complaints against John L. Samples seem to center <br /> <br />around an episode in which he attempted to shut down the well <br /> <br />owned by the Cityof Fort Morgan, used by its to irrigate its mun- <br /> <br />icipal golf course. Some of the complaints alleged that he tried <br /> <br />to sell replacement water to the City of Fort Morgan. <br /> <br />2. Conclusion <br /> <br />It is our conclusion that John L. Samples did not act in a <br /> <br />diplomatic way when dealing with the Fort Morgan City Council; that <br /> <br />he was acting properly in warning the City Council about the ef- <br /> <br />fects of H.B. 1066 on its wells; and that he was acting properly <br /> <br />. <br /> <br />in suggesting a means (the purchase or lease of water rights) for <br /> <br />dealing with the situation. <br /> <br />We conclude further that he probably had in mind acting as <br /> <br />a "go-between" in obtaining water for the City from Senator Frank <br /> <br />L. "Ted" Gill. We were unable to find any concrete evidence that <br /> <br />Samples himself would have profited personally by such a trans- <br /> <br />action. If he were to profit, it would have had to be through a <br /> <br />commission paid to him by Senator Gill.
