While methods of analyzing factors affecting <br />recreational values attaching to water impoundment projects have subse- <br />quently undergone some modification, much of the basic information con- <br />tained in this early report is applicable today. <br /> <br />For purposes of the present report the Vallecito Reservoir was <br />visited by Park Planner R. D. Sias, Region Three, National Park Service, <br />in February and June 1948. SUbsequently the area was again visited in <br />July, in company with Assistant Forest SUpervisor P. G. Lundell, San Juan <br />National Forest, in which the reservoir is located. <br /> <br />summary <br /> <br />Findings, Conclusions and Recommendations <br /> <br />The National Park Service finds that the Vallecito Reservoir as it <br />has been operated since 1941 in connection with the Pine River Project in <br />Colorado, has created notable recreational values in a part of the state <br />long noted as an outstanding vacation area high in scenic and summer cli- <br />mate appeal. <br /> <br />Analysis of recreational use presently made of the reservoir in <br />relation to facilities which have been provided largely by private enter- <br />prise indicates t hat the reservoir' area has assumed a significant measure <br />of regional importance, serving large numbers of people from adjacent <br />states and to some extent those from much more diS'tant parts of the country. <br /> <br />study of the data provided by the Bureau of Reclamation far the <br />proposed Pine River Project extension has lead to the conclusion that <br />while the operation of the reservoir could result in somewhat superior <br />recreational aspects, these are not sufficiently pronounc ed to induc e any <br />appreciable increase in recreational use of the area which could be . <br />directly attributed to such reservoir improvement. <br /> <br />Pine <br />will <br /> <br />It is believed, however, that provision of certain public developments <br />and facilities to encourage and accommodate recreational use of the area, <br />such as an extension of the road system around the reservoir, adequate <br />camp ani picnic areas, boat launching arrangements, etc., could materially <br />increase the popularity of the area and the recreational use made of it. <br />An estimate of costs which such improvements would entail, on an annual <br />basis, including administration, operation and maintenance, indicates <br />that the increased use which it is believed would result therefrom with <br />atterrling benefits wOJ.ld fully justify such public expenditures. <br /> <br />No National Park Service area or State park has been affected by the <br />River Project ar th e Vallecito Reservoir as it has been operated or <br />be by contemplated project extensions. <br /> <br />2 <br />
