<br />NATIONAL <br /> <br />PARK SERVICE REPORT <br /> <br />Introdu ction <br /> <br />Authority <br /> <br />In accordance with Departmental policies concerning interbureau <br />cooperation in the River Basin study Program, Region Three of the National <br />Park Service has been requested by Region 4, Bureau of Reclamation, to <br />survey an::! appraise the recreational potentialities of the Pine River Proj- <br />ect and the effect the proposed Pine River Project extension will have on <br />existing recreational resources. Originally this request was made in <br />accordance with the terms of the agreement covering interbureau coopera- <br />tive studies by the two Regions during the 1947 fiscal year. The agree- <br />ment has, in effect, been extended to cover current fiscal year River <br />Basin Study cooperation by arrangements mutually agreeable to the two <br />regions, as evidenced by the letter of authorization issued by Region 4, <br />Bureau of Reclamation on January 14, 1948, am officially accepted by <br />Region Three, National Park Service, on January 19, 1948. <br /> <br />Purpos e <br /> <br />The purpose of this report is to provide the Bureau of Reclamation <br />with the fi rrlings of the National Park Service regarding th" appraisal of <br />recreational values which existed prior to development of the Pine River <br />Project as now operated, those which are believed to be currently extant <br />in the project, and the effect the proposed project extension developments <br />will have, if any, on present conditions so far as general recreational <br />values are concerned, other than those involving fish and wildife values. <br /> <br />In order to comply with Bureau of Reclamation requirements it is <br />necessary to express recreational values in monetary terms, as nearly as <br />it is yet deemed practical to do so. Possible recreational values which <br />would exist in the absence of any recreational developments to encourage <br />am accommodate recreational uses by the public must also be considered <br />as well as to what extent provision of appropriate facilities could <br />increase recreational phases of project utilization. <br /> <br />In 1941 a comprehensive report was prepared by the National Park <br />Service on "Recreational and Wildlife Values as Related to Land and Water <br />Use in the Vallecito Reservoir Watershed ,It The Vallecito Reservoir <br />investigations upon which this teport was based were made by Associate <br />Recreational Planner L. Vernon Randau, Region Three, who likewise drafted <br />the report.
