<br />..- ,r" " "',7 <br />,.J,'-.j II <br /> <br />avoid any short- or long-term impacts that impede diversions to the West Pueblo Ditch or <br />flows in the Arkansas River downstream of Pueblo Dam, <br /> <br />Wate'r Works Raw Water Releases From Pueblo Reservoir <br /> <br />The Construction Alternative is not anticipated to have any impact on the Water Works' raw water <br />releases from Pueblo Reservoir, and specifically on the 17 cfs raw water releases they are commj(ted <br />to make. When a release from Pueblo Reservoir is made for Pueblo West, only a corresponding <br />quantity of water will be diverted from the river just below the dam at Pueblo West's intake, The <br />Water Works' releases are expected to flow downstream past the intake without impediment. In <br />addition, releases for Pueblo West and the Water Works' 17 cfs raw water releases would typically <br />occur during different seasons. The facilities to be constructed under the Construction Alternative are <br />largely for the purpose of meeting summertime demands, while the 17 cfs raw water releases are <br />anticipated to occur primarjly in winter months. <br /> <br />, Pueblo West's plans for stabilizing the diversion structure have not been finalized, although they are <br />not anticipated to have any long-term impacts on downstream flows because the proposed stabilized <br />structure will essentially replicate the existing structure. Short-term impacts during stabilization of the <br />structure could potentially have an impact on the Water Works' releases. To minimize any potential <br />impacts, the following mitigation is recommended: <br /> <br />· Reclamation will establish and coordinate a team consisting of a representative(s) from <br />Reclamation, Water Works, West Pueblo Ditch shareholders, and Colorado State Parks. The <br />team wiIl be responsible for: (1) reviewing and approving design plans that involve <br />modification of the West Pueblo Ditch diversion structure, or the stream channel and <br />, streamside in the vicinity of the Pueblo West intake and West Pueblo Ditch headgate; (2) <br />reviewing the construction schedule for such work; (3) planning for undertiling construction <br />of the above work. Pueblo West shall submit the design plans, construction schedule, and the <br />plans to undertake 'the work at least 60 days prior to scheduled construction, and shall not <br />begin construction until the team has approved the plans, The objective of the team will be to <br />avoid any short- or long-term impacts that impede diversions to the West Pueblo Djtch or <br />flows in the Arkansas River downstream of Pueblo Dam. <br /> <br />Water Oualitv <br /> <br />The yonstruction Alternative is expected to have some potential to have temporary impacts on water <br />quality, Construction activities would be anticipated to increase the potential for erosion runoff and <br />in-channel soil disturbance that could degrade water quality temporarily, The following mitigation <br />measures will be required to minimize these impacts. <br /> <br />. Pueblo West will use' appropriate Best Management Practices (BMPs) during all ground- <br />disturbing construction and maintenance activities to minimize erosion runoff. <br /> <br />· Pueblo West will obtain, as required by regulation, and comply with all requirements stipulated <br />in a Corps of Engineers' Section 404 permit for their construction and maintenance activities <br />associated with the Construction Alternative. <br /> <br />13 <br />
