<br />,.., f" C' <br />r \',-. \.1 ~,) <br />i.t:f ater Ouality <br /> <br />No impacts to water quality would occur under no action, because no construction activities would be <br />undertaken. <br /> <br />Construction Alternative <br /> <br />Pueblo West Water Use and Arkansas River Convevance <br /> <br />The Construction Alternative is expected to provide Pueblo West with sufficient means to convey <br />water for full design build out population of 60,000 residents. Pueblo West estimates they would <br />reach full build out in 2019. <br /> <br />Under this alternative, annual water use is expected to be 10,763 AF or a monthly average of 934 AF <br />at full build out in 2019. This equates to an approximate average daily flow 0[,15,6 cfs, or. <br />approximately 6.6 cfs more than under no action. <br /> <br />Again, this amount of increase in deliveries to Pueblo West is not anticipated to have any impact on <br />net Arkansas River flows, The State and Reclamation anticipate continuing their collaboration to <br />regulate Arkansas River flows by adjusting Project flows for the foreseeable future. <br /> <br />West Pueblo Ditch <br /> <br />The Construction Alternative could impact flows to the West Pueblo Ditch, Pueblo West anticipates <br />using the existing structure that di verts water to the West Pueblo Ditch to also divert water to their <br />proposed river intake. Pueblo West would stabilize the existing diversion structure by, most likely, <br />pressure grouting the structure. Consequently, there is potential for the Construction Alternative to <br />have both temporary and long-term impacts on West Pueblo Ditch diversions. Temporary impacts <br />would most likely occur due to construction activities in or near the stream channel which may either <br />entirely or partially restrict diversions to the West Pueblo Ditch. Long-term impacts could result if <br />modifications to the channel or the diversion structure result in permanent impacts on the ability to <br />divert water to West Pueblo Ditch. <br /> <br />The following mitigation measures are proposed to avoid both the potential temporary and long-term <br />impacts of the Construction Alternative. <br /> <br />. Reclamation will establish and coordinate, a team consisting of a representative(s) from <br />Reclamation, Water Works, West Pueblo Ditch shareholders, and Colorado State Parks, The <br />team will be responsible for: (1) reviewing and approving design plans that involve <br />modification of the West Pueblo Ditch diversion structure, or the stream channel and <br />streamside in the vicinity of the Pueblo West intake and West Pueblo Ditch headgate; (2) <br />reviewing the construction schedule for such work; (3) planning for undertakjng construction <br />ofthe above work. Pueblo West shall submit the design plans, construction schedule, and the <br />plans to undertake the work at least 60 days prior to scheduled construction, and shall not <br />begin construction until the team has approved the plans, The objective of the team will be to <br /> <br />12 <br />
