<br />Professor L. Douglas James, then Director of the Utah State University Water Research Laboratory, spearheaded the planning,
<br />conceptualization and proposal preparation that culminated in the Phase II elTon described in this anicle and served as Principal

<br />California Water Resources Research Institute and an active panicipant and contributor in the Phase I study, aided greatly in early
