2) If in situ conservation is not possible, design mitigative strategies that integrate the
full consideration of the values of all concerned tribes with a scientific approach.
3) Protect and maintain physical access to and use of traditional cultural properties
and other cultural resources where such access and use may be impacted by dam operations,
4) Maintain, and integrate all appropriate cultural data recovered from monitoring,
remedial and mitigative actions and incorporate these data into evolving research designs
and mitigation strategies for understanding human occupation and use of the Colorado River
ecosystem,
The GCMRC's program for cultural resources is inclusive and is not limited to
important or significant resources that are eligible for listing on the National Register of
Historic Places. The activities formulated to assess resources include methodologies to
obtain and disseminate cultural information through tribal assessments, research and
interpretation; and data management and informational education and outreach. Because
cultural resources include traditional tribal resources, projects that propose integrative and/or
alternative investigative studies are encouraged by the GCMRC. These projects rnay
incorporate traditional methods with conventional scientific methods to formulate new
investigative methods and insights that reflect Native American perspectives and
complement a conventional scientific approach.
A complementary, but legally separate program, also addresses cultural resources
within the river corridor primarily downstream from Glen Canyon Dam. This is the
Programmatic Agreement (P A) program that is the legal responsibility of the BOR pursuant
to Section 106 of the National Historic Preservation Act (NHPA). This program is described
and contrasted with the GCMRC cultural program in Appendix F. Figure 5.1 diagrams the
relationships between these programs,

Status of Knowledge
The current status of knowledge concerning cultural resources is based on a number
of previous investigations within the Colorado River ecosystem. Comprehensive overviews
of previous investigations are included in Ahlstrom et.a! (1993) and Fairley et al. (1994),
