These resource areas were combined to provide a more comprehensive treatment of
resources that span prehistoric to current times and are meaningful to a broad group of
stakeholders. TIlls portion of the plan describes the stakeholder objectives and information
needs, and the proposed activities for this planning period for the program areas of cultural
and recreational resources, Cultural resources include prehistoric and historic archaeological
resources and traditional tribal resources. Recreational resources include fishing, white
water rafting, boating, hiking, sightseeing, photography and hunting, Economic/hydropoweT
concerns are also included in this section, although there are no proposed activities in this
area at this time.
I. PROGRAM AREAS
A. Cultural Resources
1. Back2round
The GCMRC cultural resource program is charged with designing and implementing
monitoring and research activities that assess cultural resource impacts related to "darn
operations" as specified in the GCPA (1992) and the ROD (1996). The stakeholders'
Management Objectives and Information Needs for the program are developed with the
AMWG and the TWG members. The process for identification, development, and
prioritization ofMOs and INs has been described in a previous section of this plan. These
objectives and information needs are formulated into monitoring and research activities for
the GCMRC's strategic and annual plans. The GCMRC provides the project results to the
AMWG to assist them in formulating their recommendations to the Secretary of the Interior,
The MOs that have been identified for cultural resources include:
1) Conserve in situ all the downstream cultural resources and take into account
Native American cultural resource concerns in the Colorado River ecosystem.

November 5, 1998
Second DI'lIfl - Do Not Cite, Photocopy, or Distribute
