Economic Assessments of Resource Impacts <br />2708 A comprehensive assessment of market and non-market costs and values was <br />2709 conducted in GCES Phase II. That assessment established a baseline analysis of Grand <br />2710 Canyon resource values and it established a cost analysis relating to impacts of alternative <br />2711 dam operating criteria. <br />2712 However, an effective CostlBenefit Analysis (CBA) model that can easily <br />2713 accommodate new economic assessments of any alternative operating criteria proposed for <br />2714 the Glen Canyon Dam was not developed. A proposed model should accommodate <br />2715 evaluation of all associated market and non-market costs and benefits, including intrinsic and <br />2716 existence values of key resources. The development ofa CBA model should be along design <br />2717 parameters that permit eventual incorporation into a more robust decision support system. <br />2718 At the present time, there are no MOs or INs that have been developed by the <br />2719 stakeholders in this area. However, data resulting from ongoing projects in all resources <br />2720 areas may suggest that this area be revisited when objectives and information needs are <br />2721 revised by stakeholders in FY 2000. <br />2722 <br />2723 C. ill. Water Resources <br />2724 Water resources include all aspects of water quantity and quality. The "Law of the <br />2725 River" directs the operations of Glen Canyon Dam including monthly and annual release <br />2726 patterns and reservoir contents and elevations with the goal of operating Glen Canyon Dam <br />2727 for water supply and water quality consistent with existing law and policy. Although of <br />2728 more recent concern, water quality as it relates to changes over time is of specific concern. <br />2729 High water levels in reservoirs and rivers also normally maximize recreation benefit and <br />2730 values. High water quality can also create additional value in water supplies. MOs and INs <br />2731 have been developed and prioritized by stakeholders for this resource.
