Sayre accomplished <br /> <br /> <br />the drafting of the many antecedent legal papers of reso- <br /> <br />lution, petitions, contracts, orders, notices, hearings and <br />drafting the 11 page decree accomplished a timely result. <br />A. Other Municipal Allotments <br />A water allotment to the town of Johnstown by an ordinance <br />and District Board action for 600 acre feet'l also required our <br /> <br />services, and an additional one of 2000 acre feet for Fort <br /> <br />Collins. <br /> <br />These bring the total allotments for domestic uses of <br />cities to 44,9JO acre feet. Thereby the public nature of the <br />District as a state agency is extended. Boulder inclusion <br />brings to the District a capital repayment of $72,J87.JO <br /> <br />and an added valuation for general taxes, which, when the one <br /> <br /> <br />mill rate levy goes into effect, will produce $26,000.00 or <br /> <br /> <br />more per year to share the burden of repayment to United <br /> <br />States for construction costs. Beside that, it serves as <br /> <br />a step on the South Platte Conduit to further the original <br /> <br />project purpose to make water available to water users in areas <br /> <br />the Ft. Lupton, Platteville, Gilcrest and Kersey under ditches <br /> <br /> <br />from Boulder Creek and from the main South Platte River. It <br /> <br />offers limited possibilities of like benefits by exchange, <br /> <br /> <br />up the river to additional areas. <br /> <br /> <br />B. District Units Set 1m <br /> <br /> <br />The statute empowers division of the District into <br /> <br />units and for different charges for water in different <br /> <br /> <br />units. An incident to this extra cost of Boulder water <br /> <br />delivery, beyond that of taxpayers and allottees in other <br /> <br /> <br />parts of the District, was the adoption by the District <br /> <br /> <br />Board of a resolution or ordinance setting up the District <br /> <br />into two units. This fixed the rate of second unit pay <br /> <br />-30- <br /> <br />----- - <br />-~ <br />
