MILLER
"""""."-

October 14, 1981

HOW CAN THE DENVER WATER SYSTEM SERVE
METROPOLITAN AREA GROWTH?

A very considerable public dialogue is developing over how to meet the
growing demands for water service in the Denver metropolitan area as it
experiences continued population increase. That dialogue inevitably in-
cludes a discussion of how the Denver water system can be used to meet
those new demands. The purpose of this presentation is to provide
competent information on projects designed to develop new yieldS from
existing or new sources of supply.

As that dialogue continues through such vehicles as the Governor'S
Front Range Project, the Denver Board of Water Commissioners also continues
to consider what course of action is in the best interest of the people of
Denver. Since the very significant water rights held by the Denver Water
Board constitute some of the most valuable assets of the people of Denver,
the Board intends to assure that those assets are developed and managed so
as to provide maximum benefits to the citizens of Denver.

In order to provide realistic, factual data upon which it can make its
decisions, as well as to assist others involved in the dialogue, the Board
instructed its staff to review relevant factors and conduct in depth
analyses of them. Summaries of the results of those analyses are set forth
in the form of the demand projections appearing on the attached Figure 1,
water supply shortfall projections appearing on the attached Figure 2, and
the various water supply project profiles set forth after a narrative
description of the two figures.

The water yield projections for those various water supply projects
result from a lengthy series of continuing water supply analyses USing
greatly improved data bases and progressively more refined hydrologic and
computer techniques which give a much higher degree of confidence in the
results than have previous study results. As the state of the art in
making such studies has been refined, the projected yield figures have been
modified from the previous figures used in describing the various projects.

I
I

l
