Based upon tl 40-year amortization at 2-1/2 percent interest <br />of' consbruotion costs allocated to municipal water, allowed annual <br />power and O.M. & H. chnrges, and the system charge for project water, <br />the ccst of municipal water to Colorado SpriI1&s under this plan is <br />estimated at 19.6 cents per thousand gallons or $63.81 per acre-foot. <br /> <br />Single-Purpose South Platte River <br /> <br />190 On t1>9 assumption that the two preceding plans would be <br />developed in the order desoribed, t1>9 ultimate municipal water require- <br />ment of 20.000 aore..feet by 1998, as estimated by the city, would laok <br />7,000 acrs..feet of fulfillment. On the further assumption that no <br />additional suppli.es oould feasibly be developed on tile slopes of Pikes <br />Peak, another source of' supply would be the Eleven Mile Canyon. Reservoir <br />an the South Platte River, a faoility owned and operated by the Gity <br />and oounty of Denver. <br /> <br />20. Under this plan, wat er would be purchased from the potential <br />Blue-South Pla tte Project whi.oh w(Uld rephce, by transmountain diver- <br />sion, the water taken from Denver's system. A system of pip"lines <br />and tunnels would c1i vert water from the Eleven Mile Canyon Reservoir <br />to a pumpiI1& station which would lift the water 240 feet. The pumpecl <br />water would flow by gravity through a series of pipeline s and tunnels <br />to a secom pump whiohwould lift it 815 feet. Another series of <br />pipelines and tunnels would deliver the water to the .$out h Catamount <br />Creek Reservoir of the Colorado SpriI1&s system. Power for the pump- <br />ing operation would be obtained via a transmission li~ constructed <br />from Colorado Springs. <br /> <br />21. Considerat ion hns been gi van to the possibility of utiliziI1& <br />t1>9 fall of' the pumped water in the CatcmlOunt Creek water-pned for the <br />production of hydroelectric energy to be used in the pumping operation. <br />Preliminary computations indicate that the mnount of power so produced <br />would be insufficient for the pumpiI1& operation and tho cost would ex- <br />ceed the purcmse price of 5 mills per kilcwatthour which was assumed <br />for this study. However, the possibility of' hydroelectric power pro- <br />duction has not been eliminated or foreclosed. Future economic condi- <br />tions might warrant such wJdro power production, and additions could <br />be made to till system by the city without altering the basic diversion <br />system. <br /> <br />22. Based upon an smortize,t ion of all construction costs over <br />40 years at 2-1/2 porcent interest, O.M. & R.. the annual cost of <br />power for pumping, am the system price for municipal water of ~24 per <br />aore-foot at the Eleven Mile Canyon Reservoir, the cost munic ipal water <br />to Colorado Springs under this pla.n would be 25.7 cents for each <br />thousand gallons or $83.75 per acre-foot. This price assUlWs that re- <br />placement of water in the potential Two Forks Reservoir would satisfy <br />all requirerrant s for reimbur sement to the oity and 'wunty of' IlE1nver for <br />use of the Eleven Mile Canyon Reservoir.
