The <br />municipal water plan would involve enlargement of the Skl.;'t.ay Roservoir, <br />construction of a diversion dam on Beaver Creek, construct jon of a <br />pipeline to Colorado Springs, and facilities and water foX' ,~eplacement <br />to downstream irrigators. <br /> <br />16. The Sklguay Reservoir could be enlarged by the C:1;.struction <br />of a new dam ilIlllfldiately below the existing dalIlo The divej'~ion dam <br />wo"ld be about 4 miles downstream, The necessary 58-mile 26 .inch muni- <br />cipal water pipeline would extend along Beaver Creek Canyon to Sand <br />Creek arrl then east and north to Colorad 0 Springs, r mghly [a':'allel to <br />Colorado State Highway lIo, 115. Replacement of irrigation water as <br />well as facilities for supplenantal wuter for irr1gat'ion could be pro- <br />vided by roconstruction and extension of the State Ditch from ..:he <br />Arkansas River above Canon City to the vicinity of the existing Brush <br />Hollow Reservoir, construction or a pumping plant and penstock to lift <br />the wnter int 0 the reservoir, arrl construction of irrigation ditches <br />to the irrigated lands, Construction of the State Ditch wmld necessi- <br />tflte, for economic reasons~ abandonment of the Oil Creek diversion dam <br />a::\r1 canal previously constructed for replacement purposes under the <br />Middle Beaver Creek plan. Oil Creek water would no longer be dive!"ted <br />fo!' replacement; instead, Colorado River impo!"ted under the maximum <br />gravity phase of the Gunnison-Arlro.nsas Project would be used for re- <br />placemerrt noeds as well as for supplemental supplies. Transmission and <br />other losses are estirrnted at 10 percent, therefore~ 11,330 acre-feat of <br />replacem.orrb water are pr ovided for the 10,300 acre-feet of municipal <br />water diverted by the cityo <br /> <br />170 A preliminary financial analysis to estirrc.te the cost of <br />J:nnicipal water to the city under this plan involves the follewing <br />items, (a) construction cost and O.R'_. & R. on the new Skaguay dam <br />and enlarged l"eservoir, (b) constructim cost and C.!.i. & R, of the <br />diversion dam, (c) CQ'lstructioncost and O.M. & R. of the pipeline, <br />. (d) a proportionate share of the construction cost and O.M. & R. <br />for t r.e State Ditch, pumping plo..'1t, penstock. transmission line from <br />Canon City,'a substati-on, ar.d irrigation d:cbches from the terminus <br />of the State Ditch and from the Brush Hollow Reservoir to the Penl'ose <br />area, (e) a proportionate stare of pumping power costs, and (f) the <br />uniform system cost for 11,330 acre-feet of municipal water from the <br />Gunnison..A.rkansas Project at the maximum gravity pmse rate of $25 <br />per acre-foot.
