The regulation further states that the <br /> <br /> <br />Corps is not a proponent of any action but rather determines whether <br /> <br /> <br />or not actions proposed by applicants are in the public interest. <br /> <br /> <br />Based on this regulation, the Corps does not Identify its preferred <br /> <br />alternative in the Final EIS; it states its decision in the Record of <br /> <br /> <br />Oedsion. <br /> <br />u.s. FOREST SERVICE <br /> <br />1.58 The USFS must make permittIng dedsions on applications received <br /> <br /> <br />for proposed projects and must also decide if permitting any project <br /> <br /> <br />would require amending existIng Forest Plans. There are no <br /> <br /> <br />regulations prohibitIng the expression of preferred alternatives by <br /> <br />the USFS; therefore, the CEQ regulations requiring such a statement <br /> <br /> <br />must be followed for this Final EIS. <br /> <br />1.59 The USFS-preferred alternatIves for the South Platte River basin <br /> <br />are the New Cheesman Dam and ReservoIr and the 1,100,000 acre-foot Two <br /> <br /> <br />Forks Dam and Reservoir. The USFS has identified two preferred <br /> <br /> <br />alternatives for the South Platte basin because, at this time, there <br /> <br /> <br />Is no clear preference between the two. While the New Cheesman <br /> <br />project is identified as one of the preferred alternatives, a final <br /> <br /> <br />decision on whether or not it would be permitted for construction is <br /> <br />contingent on two actions: (1) completion of a suitability study for <br /> <br /> <br />National Wild and Scenic River classifIcatIon for a portion of the <br /> <br />South Platte River that would be inundated and (2) Presidential <br /> <br /> <br />approval for the water diverison tunnel under the Lost Creek <br /> <br />Wilderness Area. <br /> <br />1.60 The USFS-preferred alternatIve for the Williams Fork River basin <br />Is the Williams Fork Pumping Collection System. <br /> <br />1-40 <br />
