'J <br />C'1., lOli'liD <br />ENVIRONMENTALISTS PROTEST FERC ACTION 'Of$t91/~ 0 WJj <br />JUNIPER-CROSS MOUNTAIN PROJECT '. f!OI\.I,/e-1? <br />a'll!?!) <br />Several environmental groups--the Environmental Defense <br /> <br /> <br />Fund, National Wildlife Federation, Colorado wildlife Federation, <br /> <br />Colorado Open Space Council, Colorado White Water Association and <br /> <br />American Wilderness Alliance--have protested the Federal Energy <br /> <br />Regulatory Commission's failure to dismiss the license <br /> <br />application for the Juniper-Cross Mountain project. Ignoring its <br /> <br />own rules and procedures, FERC succumbed to pressure from members <br /> <br />of Colorado's congressional delegation and deferred a <br /> <br />recommendation from its staff that the license application be <br /> <br />dismissed. <br /> <br />The project--a hydroelectric complex on the Yampa River--is, <br /> <br />by the admission of one of its original sponsors (Colorado-Ute <br /> <br />Electric Association), uneconomic. Nonetheless, Senators <br /> <br />Armstrong and Hart and Representatives Brown, Kogovsek, and <br /> <br />Schaefer, in an ex parte letter to FERC, made a plea that the <br /> <br />Commission delay action on the license application. They argued <br /> <br />that the Colorado River Water Conservation District (the <br /> <br />project's primary sponsor) needed more time to provide evidence <br /> <br />(Over) <br />
