Inc. is to <br />establish the STEP process as a privately capitalized. owned and <br />operated business that serves three purposes: <br /> <br />o eli.inate the Glenwood Sprinis' salt load to the <br />Colorado River as a public service <br /> <br />o utilize Glenwood Sprinis' saline water for irriiatini <br />salt-tolerant co..ercial crops <br /> <br />o provide unique business and employ.ent opportunities <br />beneficial to the people and state of Colorado <br /> <br />The customers of this business would be 1) govern.ent that. by <br />prior agreement. would pay for desalinization and disposa.l <br />operations on a minimum price per ton of salt re.oved basis, 2) <br />private industry that would purchase goods produced throuih the <br />process, and 3) independent businesses that would utilize and <br />deplete the natural resources .ade available to the. throuih the <br />process. <br /> <br />The followini provides an overview of our plans on how to <br />acco.plish this objective, Three specific requests are sade of <br />the Salinity Control Forum. First, your active support and <br />participation in this program is needed, specificaIly regarding <br />guidance and assistance in obtaining needed per.its, funds, and <br />political backing. Second, your recosmendation that the Bureau <br />of Reclamation fund the technical and econo.ic feasibility study <br />outlined in this overview is required. Third. an endorsesent of <br />our concept to privitize this technology is required, aloni with <br />your willingness to help see this effort through to its <br />successful completion. Without your enthusiastic support, this <br />effort has little chance for attaining its potential. <br /> <br />LONG RANGE DEVELOPMENT PLAN <br /> <br />The ulti.ate objective of this program is to install a system <br />capable of providing beneficial use of the saline water flows <br />fro. the Glenwood Sprinis and throuih the process of evaporation <br />resovini approxisately 310,000 tons of salt which heretofore <br />entered the Colorado River at Glenwood Sprinis, Colorado, A <br />recent study ("Preliminary Assessment of the Salt Tolerant <br />Eserient Plant (STEP) Process for the Beneficial Use and <br />Disposal of Saline water") suggests methods which would satisfy <br />the .andatory requiresent for beneficial use of the Colorado <br />water; this study also indicates that salt can be removed from <br />Glenwood Springs by evaporation (including collection, <br />transmission. and salt retention) for less than $58 per ton <br />(1985 dollars). Properly structured the concept say also <br />present an opportunity for private investsent in a number of <br />business ventures using saline water. with resultant <br />
