'I i <br />\J '"" ..~. . <br /> <br />. <br /> <br />. <br /> <br />Colorado River Multi-Species Conservation Program, Meetings were held between June 15'h and <br />July I" in Lake Havasu City, Laughlin, and Henderson, Nevada; Yuma and Phoenix, Arizona: and <br />Blythe and Ontario, California, Even though the notices for the meetings were widely distributed, <br />attendance was modest, with about fifteen to twenty people attending each meeting. The meeting <br />format was informal and provided participants the opportunity to learn more about the LCR MSCP <br />as well as to provide comments on the Program, Most of the comments were related to recreational <br />vehicles (boating and off highway vehicles) and concerns that recreational fishing would be <br />restricted, <br /> <br />Several meetings with representatives ofthe Native American Tribes, including the Colorado <br />River Indian Tribes (CRITs) and Cocopah Tribe, were also held to explain the LCR MSCP and <br />receive their input. Both the CRITs and Cocopah expressed enthusiasm for the Program and a <br />willingness to participate, Tribal participation is very important because tribal lands can provide <br />many conservation opportunities, <br /> <br />As you recall, several environmental groups or conservation organizations withdrew from <br />the LCR MSCP last year either because of philosophical differences, or staffing limitations. It <br />appears that American Rivers may be interested in rejoining the LCR MSCP Steering Committee, <br />and a field trip is scheduled for them in late July to familiarize them with the Lower Colorado River <br />and encourage them to rejoin the Program. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Adaotive Management <br /> <br />The Glen Canyon Adaptive Management Work Group will be meeting on July 21" and 22"d <br />in Phoenix, Arizona. A copy of the meeting agenda is included in the Board folder. <br /> <br />As you know, the Glen Canyon Adaptive Management Work Group (AMWG) consists of <br />a wide range of organizations, each with its perceptions regarding the program, In an effort to help <br />the AMWG focus on key water, power, wildlife, cultural and recreational values that could be <br />affected by the operation of Glen Canyon Dam, a draft mission statement will be considered at the <br />July AMWG meeting, <br /> <br />In addition, a draft "Glen Canyon Dam Adaptive Management Program AMWG FACA <br />[Federal Advisory Committee Act] Committee Guidance" document has been prepared by the <br />solicitor's office for consideration by the AMWG at its July meeting, While the document does <br />provide good background and guidance, it has generated concern in that it states that the Grand <br />Canyon Protection Act (GCPA) amends the "Law of the River". Included in the Board folder are <br />copies of various letters from the Upper Colorado River Commission, Colorado River Energy <br />Distributors Association, and Mr. Robert Lynch that express strong exception to the statement that <br />the GCPA amends the Law of the River and recommend that the statement either be revised or <br />deleted. <br /> <br />5 <br />
